@Ashley Hightower I've only used Roor for texting. Not the most user friendly IMO but it's pretty cheap so if you're just starting out it may be a good option. What didn't you like about REI Reply? Considering that one next.

Might want to look into Batch or Smarter Contact as well.

I've used Sterling Home Inspections on my personal home and thought they did a good job and priced reasonably. Spencer Brothers was the one that actually came out. 205.960.1090

I can only speak for Birmingham, but many people are moving out of Birmingham proper and into the surrounding areas (like the 35235 zip code). So while inside the Birmingham city limits may be declining, I'd think you'd find the overall MSA is growing.

Our clients are not looking to sell anytime soon but its not our first property, just the only one that has given us so many problems.

 Have you tried reaching out to the Birmingham Waterworks Board? I know there was a class action suit against them recently about bogus bills....maybe something's going on with yours? Makes no sense it would be 24k one month and then 40k the next.
