It should be a concern but not enough to prevent you from making your calls. You should bring it up during your due diligent stage and it may give you room to negotiate if there are some deferred maintenance. 

Verify Verify verify everything you receive from the seller and do your due diligent well and do it again! (best advice I received this week)

Go to your City Housing Authority, they have all the necessary information for you and they also offer classes for prospective landlords. They have a website Called GoSection8.com that you can list your property (I don't know if this is national but Columbus Metro has one in Columbus).

I totally agreed that the appraisal for HELOC are very conservative and the equity mostly will be less than the $80,000 you projected. It's a great way to have access to funds.

Definitely try your small local bank. I just close with a small bank in my area and the process was very easy and fast. 80%LTV

You will still have to show two years tax return, good credit and statements.
