Hey @Julie DeWolfe Arroyo I'm a Realtor in the Boise area and own a construction company as well. Rentals, fix and flips, commercial, you name it and Im in it or trying to be haha.

I would do the heloc as a down payment. I'm actually about to do the same thing. Refinancing my rental and going to use the cash I pull out as a down payment on another investment.

Find a lender in your area that does them. I've heard of them having to have approved vendors that do the work for you not you doing it yourself. I wouldn't buy then refinance or you are just paying a lot of extra money in loan fees. So check with some lenders or look at private lenders.

Contact planning and zoning department of the city or county the lot is located in. Usually if its a big lot you can do a 1 time administrative split.

@Jarret Sa'o if you are open to Idaho I would be happy to help. I have investment properties here and I am a Realtor/Contractor. The market here is awesome right now and still going up. A client of mine just bought a condo with a $800 payment he will rent for $1300-1400. Also the job market here is booming depending on what you do.
