First, a power of attorney is not valid after the mother dies.  I would propose that you purchase an option to buy the property & record it on title. Make sure you know how the property is held in title & discuss the possible risk with your attorney.

I check title records for cash acquisitions in my target area. You can also have an agent with MLS access look up cash transactions for you & create a verified list.

If you are new, I would focus on a 2 hr radius of where you live & pick a market that is stable.  Take the time to hone your skills to find below market price opportunities. It's dangerous to pick a "best city" today to own one rental house without having the ability to watch over it carefully & develop deep knowledge of an area.  I have bought properties at a discount from disenchanted new investors who thought the could just buy a rental property & hire a management company to do the rest.

Congratulations on getting started. Kern County is one of my favorite areas to find undiscovered opportunities. The missing piece for me was developing the skills to solve problems the majority of my competition can't.  Otherwise you are just competing and grinding for crumbs in hot markets like we are in now. Best of luck!

Land typically is viewed by lenders with no higher than 50% LTV so maybe you could get $30k approx.

A combination of purchase & organic sources. I don't do any social media yet, still learning about best ways to integrate it into my strategy.

Skip tracing is used to find missing people. Finding equity & market value is a completely different objective.
