Alabama: Has anyone opted to obtain property via the NRP (Neighborhood Rehab Program)  vs Tax Lien sales in Mobile Cty. 
After perusing the guidelines for NRP the 2 benefits I gather (my opinion) 
1. You can submit price almost near $1.00 (contingent they accept your price) 

2. the county will expedite the Quiet Title action on your behalf.

Other than that You have a set time limit to complete the rehab and you have to show financial capabilities and experience that you can complete the rehab and provide purpose of rehabbing geared towards low-income housing. 
I guess it can eliminate some tax sales hoops but the houses are very much war-wounded... hence the $1.00 price offer. 

Tax sale properties are full of sweat equity 

Just wondering if anyone has completed a rehab through the program... would like feedback on the experience. Thanks!

@Denise Evans I think I got my answer to the long post I just addressed to you re: doing work before an ejectment judgement when the prop is occupied either by owner or tenant. 
You clearly stated you cannot start doing work... my bad on the oversight. 

 @Denise Evans following up on your comment re: someone living on the property... it is still unclear to me on the timing or process to make preservation improvements before the redemption. 

scenario: send notice to vacate upon issued tax certificate and wait 6 months for response before filing ejectment. Can I make preservation improvements during the 6 month waiting period and if so how do you go about it where it is not disruptive to the owner or tenant... Given these improvements are ‘physical’ /labor intense improvements? 
or do you wait until after the 6 month waiting period to get a judgement from the ejectment suit and then have free will to make improvements... whether they are physical or simply paying weed liens, or termite treatments? 

I’m thinking the 6 month waiting period can give taxpayer time to redeem if my goal is to increase the redemption fees via pres. improvements Or waiting 6 months to make an improvement might allow/cause damage to fester.

I received my ‘1st’ price quote for a certificate on a property in Mobile Cty (AL) and after checking probate for pre-lim Title clouds, there is a hospital lien on the owner and it does not state it’s a claim against all properties of the owner.  Can someone share advice how to interpret the lien to understand if it’s against the property and if I should pursue the prop. The hospital lien amt is $5999. 
the prop is in good condition based on my exterior view (can’t get inside of course) and it looks actively lived in (Power is active). 
I called the county and no attempted redemption in progress. The area is a rental intense area. If the $5k lien will cause more trouble than necessary I can pass. advice to moving forward on the prop is appreciated .

@Anastasia Jordan hey AJ! Did you ever come across a  list of considered preservation improvements (objective or subjective) or is the list only considered reasonably subjective based on the situation/property. 

@Michael Meeks great story! I hope you got some advice and made some forward progress since your initial post... pls share any updates.

@Joshua Ferrari do you know of any major city plans for 36603/04. I searched online and nothing comes up. I think the area can use a major overhaul and I would love to invest in the overhaul ... a few houses at a time 😊

As someone who buys and sells lots full time, I would say it all depends on your level of experience and what you feel comfortable with. Do you even want the houses? What is the current value of them compared to its ARV? Is it worth? Maybe its better for you to just grab the lots and do a straight sale and/or wholesale them out.

 @Adrian G: do you buy /sell lots  outside of the location listed on your name? AL,GA?

@Lamario Hopson did you ever get the link requested from your 11 mon post and are you in a similar situation as the OP? Would like to hear your outcome if possible. I am in line for a few tax deeds and certs and I’m building a knowledge bank of past experiences to clear ‘clouds’ before I move forward and also making connections in AL. 

@Randall Townley how did your QT turn out if you pursued it... did you go the in personam route? Also would like know if you satisfied the requirement/actions to bypass the judicial redemption period based on taking possession?
