I like SW Agreeable Gray. It's somewhat trendy, not too cold feeling and covers well. Flat finish is good for touching up later. No need to completely repaint between tenants. SHerwin Williams ShurScrub flat is a great choice for paint

As a painting contractor myself, I would hold your guy to a set price for all the painting and all the painting materials. Those prices should be firm.  

The variable here would be in the cost of the repairs. I understand your painter not knowing how good you will want the repairs to look when finished. There is no standard for comparison. The better you want it, the more time it will take, and the more money it will cost.  It is up to you to determine how good you want it, or how much you want to spend.  

I would get a firm bid on all painting, and do the repairs by the hour.

Sherwin Williams makes a good primer for metal with light rust called Pro-Cryl Primer. It is water based and very easy to apply. Then use their top coat of Sher-Cryl to paint it   Sher-Cryl is also a water based paint and easy to apply. The primer and paint are not cheap, but if time is a factor, you can paint you fence without the sand blasting and sanding. Just scrape it and wire brush any heavy rust and it's ready to prime and paint.

You will get many years out of this system.

 Randal is the main choice here in Omaha. It is a classroom environment which is a great hat o prefer.

@Nathan Werth  I have a Nebraska RE license and have looked into getting a license in Florida as well.  From what I read, it is easier to get your license in Nebraska first, and then get a out of state license in Florida, before you move.  Florida and Nebraska have mutual recognition regarding RE licensing.  

I would certainly Google all the specifics from both Nebraska's and Florida's board of Realtor's before you do anything.

I think moving to Florida could be a good move...good luck!
