@David Tang, you can use programs like Property Shark or Rebo Gateway to look up a property by address and then see who the registered owner is.  They will also give you some info on the property such as is it in Default, mailing address of owner on file (May not be correct), and a few other tools you can use.  That's my main source of information along with the county assessor if available.
