Do landlords usually have the possible renter pay for the background check or is it mainly the land lords responsibility?

The windows seem fine, I actually wanted too some how make an offer too him again as we have tried in the pass but he refused our offer and told us he rather have it sell on MLS as he is an agent... this was about a year + ago.

Any idea on how I could make him another offer below market value? Also how do you definitely find out if he still has ownership of the house or not or if the bank has it?

Sorry I have not replied back to this post for a while... the fence is not all the way down but another section of the fence broke of. I went over next door too see if their were any phone numbers but I could not find any. I have a feeling the wind may have blew it away as its been VERY windy here. However I believe I found the owners new address who now lives a few towns over... how would I go about sending him a letter? and what would I ask..?

Just to note, when I walked over none of the windows are boarded up, only the front door is. Usually all the windows would be boarded if it were bank owned right?

I also wanted to ask; if I got this property and wanted to wholesale how would I go about on figuring out a purchase price?

We have known these people for almost 12 years, though we don't really talk and hang out; she recently lost her job and the house is in pre-foreclosure. My questions are as follow...

1) It's listed at 249K, is their much leeway in pre-foreclosures to bring the price down?

2) Can I deal with the owner personally and work out a deal? or would I have to use the real estate agent?

3) Should I wait till it goes into foreclosure and maybe the price would go down or try to grab the house if the numbers make sense?

4) How would you go about on bringing the question up on purchasing the house? I just find it awkward because I went to school with both of her kids and I feel they would find it disrespectful if I'm trying to buy their house to make a profit?

I'm interested in learning on how to take the steps into lending money and being paid back the money with interest. How would I go about this? I kind of want to become a private lender to others rather it be for real estate or other situations. Would I come up with some sort of contract with my lawyer and find people that need money? and how would I get paid back? I pretty much need a starting/learning point.

Hey David Ray Moreno, I'm from Long Island (Suffolk) as well and have been lurking the forums of BiggerPockets as I'm trying to learn the basics of rehabbing. If you don't mind me asking, did you go to school for Architecture on Long Island?

I don't know anything about the conversions of houses, but I wanted to ask; in order to actually convert a ranch to a Hi ranch do you need to get some permits and see if local codes allow for this, or could you just get a contractor and do it? I'm sure this is a very silly question. I'm also asking this question here for the second part, has anyone ever done this as a flip or could it be worth it?
