If it is just for getting a feel for it if you know someone with an iphone 12 pro, 13 pro or 14 pro (iphone with lidar) you could have them walk the house with an app called polycam. I haven't actually used it so I can't verify it for sure. In theory this can even export to sketchup, autocad, revit and other drafting or modeling software but I haven't tested it and not sure I would trust it for as-builts. You could try hiring a local architecture firm or even an architecture student.

Not sure how long it will last but in my area of California I see tiny home listed for more than my in-law unit on airbnb. I think there is a lot of curiosity of people just wanting to try them out so they may pay a premium for the novelty factor for a few nights. A lot of them are built on wheels so they can be moved around. I'm not sure if that helps or hurts your permitting converns

I think it really depends a lot on how onerous the planning department approvals are. This is often done in the SF bay area because getting through planning entitlements takes so long once you have an approved entitlement it adds a lot of value assuming you had something worth building entitled. Mind you this is just planning approval which is the height and volume and look of the building it isn't getting down to code compliance documents that would still need to be approved by the building department. As other have said, check your local market and see how long things take to get approved and talk to local developers if they see value in what you are proposing.

@Jacob Polin I'm not sure if you've found anyone I'd be happy to help. I'm in Pacifica and work in SF as an architect. I converted my downstairs family room to an ADU and have done a study on converting a garage to an ADU

@Jeffrey Zhang is this in Los Angeles City? I don't know the area that well but less than $300/SF construction cost seems on the low side unless you are very experienced in managing contractors and cost. Is it a personal residence you plan to live in? If you can BRRRR it I would go the ADU route since you then get all your original investment back and find another triplex or property you can have enough value to, in order to BRRRR that
