+1 for Simplisafe.  Use them all the time but haven't used their camera system in a bit, but when we did, it worked great, was cellular at the time

Your BF needs to submit an invoice and you need to pay it and then you are covered even if you go in front of a judge.

While it has been done by someone somewhere your lawyer is spot on, odds are it is close to none.  This of course can vary per tenant and the class of the area.  Tenant in a C or D area very unlikely, A or B area close to very unlikely.

Unless that person owns the fence that is there you should be good to go.  You have proof of communication, you have 2 other neighbors that you reached out to so not like you hid this from anyone.  If this is your fence then you have no reason not to replace it.  You made good faith efforts.

I think you need to reread your first paragraph as I see lots of reasons to doubt and worry.

When people show you who they are, believe them.

If you read the management agreement it may give you the answers you seek.  Most will say "must inform by writing X days prior to termination".  We work with a ton of clients that leave terrible managers and come over to us and they all simply send an email to the current PM.  

If it is vacant, get your new PM started ASAP as there is nothing holding them back but you.

Assuming the tenant is behind and you are in the middle of eviction with them, yes.  In fact, if you actually evict the tenant they are to lose their Sec 8 benefit for life, they are very likely to take cash for keys and/or leave on their own during an eviction to avoid that.

You have a few choices:

1. Amend the lease to comply with what the tenant wants

2. Leave the lease as is and charge them the late fee and take the extra cash

Doing nothing is the worst option.  Choosing 1 or 2 will depend on what type of landlord you are/want to be.
