Yes.  File an eviction.  All the other solutions given so far are fine but you have no leverage today.  Hey, If I give you X dollars will you leave this place you are living at for free?  Why would they?  Get a court action started ASAP. This gives you leverage and that is when cash for keys can really work.

Are you trying to catch them breaking the lease and are looking for ways to do that?  Seems a bit odd but when you do inspections, when you need to enter for maintenance, when people complain etc....

What is micromanaging your PM going to do other then annoy them?   

Generally it is going to be a happenstance unless it is for non-payment or something that is obvious.  But having a pet will only be found out when you enter etc....

I ate an apple 7 months ago and today my tummy hurts.  The two might have nothing to do with one another?  What does a slow drain today have to do with renovations 7 months ago?  Nothing.  

Fix the slow drain and get it done right.

What you pull back when snaking the tub and your lease will tell you who pays for it.  But like the above you are conflating 2 issues.  Deal with the problem, get the facts, review your lease and you should have enough info to guide you.

Other than doing research on the landlord you don't.  By research I mean you can look up the public records on the home they are coming from and see if the name matches. You can say incorrect things like X told us rent was 1K is that correct?  When they really told you rent was 1.2K and see.  If not the landlord they will flub around while trying to remember the story.  But bottom line you don't know and most previous landlord checks are useless.

No offense but the lesson you need to learn from this is that you had the order wrong.  If a tenant doesn't have utilities in their name they don't get the keys.  

Does your lease say what happens if they are not paying utilities?  If not, change your lease.  Utilities should be deducted from rent and paid and then charged back to the tenant if you find yourself in this situation.  Then you can start eviction for non-payment of rent.  And you should do this on day 1 after you pay the first bill don't wait a month, don't listen to promises, take action and force their hand and at least put an end date (court) to the games.  

And change your process.  Unforced error.

Have them upload them to youtube or another video sharing site or to dropbox etc....Youtube videos do not need to be "public" they can make them accessible via link only so no one but you sees the video.

Each state and maybe even more localized than that will have their own rules for determining abandoned property.  Call a lawyer with landlord/tenant experience and ask them.  They will give you the 10 things you need to do that local courts will rule in your favor should there be an issue down the road.  

You can also post notice (according to your laws) and then enter the unit to see what is going on in the inside.  This will no doubt be one of the steps the lawyer will give you but if you want to do that before a lawyer, you can.  You are allowed to post and enter.

The contract may be done in April 2022 but they tenant has broken the contract via non-payment and damage.

First thing in the AM file eviction.  Do not delay another day.  You will never be sorry you started the process to soon, and frankly you are already many, many months late.

File, file file.  Start the process immediately

Depends how she is going to break her current lease.  Legally (by the contract) or illegally (not by the contract) and why she is breaking the lease, if she really is.  Did her current landlord say they are selling the home?  Are they refusing to provide heat etc?

You really need more info to make a determination
