where can I find more information on renting section 8 I cannot find anything on the city's site I'm trying to find out everything that I must do for inspection for renting section 8 in Baltimore Maryland

ok so I was reading March 25th 2015 BiggerPockets blog in the blog at the beginning it talks about that you have to 30% of the property before you can get another loan I'm not sure what they mean when they say owning 30% of the property can someone please clarify to me what exactly he is saying?
