Budget for a gut rehab and if the numbers work then you're good. If it's anything less than that you've won.

Purchasing a home as an owner occupant, fulfilling the residency requirements (normally 1-2 years depending on the loan) then moving out to a new house that you will owner occupy is perfectly legal. 

I question the use of your Roth. Now you can pull out the PRINCIPLE of your Roth at any time. Not the capital gains. If you are using the principle from the Roth then you should be fie because that can be used for anything. 

As a first time homebuyer there are programs that allow you to put less than 25% down. I would explore those as opposed to pulling from my Roth.

Try Evolve Bank and Trust. They are a national bank. For an owner occupied multi you can put 15% down. It's not as low as a FHA but it is better than 25% down.

Following this conversation. I would say keep the deposit and move on to the next tenant.

No problem! Your first time homebuyer status is a valuable asset that I think you should maximize. You only have one time to qualify for the programs so do a bit of research at both the city and state levels to see what's out there.
