Welcome! First, thanks for your service. You're in a great position with the available military loan options to you. What areas are you looking to buy in? I also grew up on the south shore but I think Brockton can be a challenging area even though the prices of the houses are very attractive.

I've been there and she sounds just like the tenant I had. Change locks asap and Unless there was damage for thousands, I'd just move on and find a better tenant.

I applaud you for getting out of NJ, taxes are unbelievable. It is my understanding that whenever you sell your NJ property and don't reinvest that money back into another NJ property, you'll get dinged with that cost. I'm not sure if it's a State Tax vs Federal Tax issue either, but here are a couple of articles I found.

Well, I'm in a similar situation, I have my in-law's house and another house to sell in the near future.  But trust me, it's a small price to pay to get out of this state ... but i'm interested in hearing how you resolve this too.

Most of the issues sound minor, but i'd be more concerned with 

1) Knob and Tube (cost to rewire house) 

2) Plumbing (cost of replacing rotting pipes and if any of the damaged pipes are underground)  

3) Cracks in retaining wall and foundation (could be settling but can get worse if there is a drainage issue)
