@Stephanie D., I have gone through the eviction process a couple of times.  Weather you are able to report to the credit bureau or garnish wages depends on the type of judgement you received.  It sounds like you did not get a judgement for eviction and/or the payment of rents owed.  Review your judgement again to determined what you agreed to exactly.

Even if you are represented by a lawyer in these matters it is in your best interest to educate yourself so you know what to expect when you walk into court.

Hello @Amdrew Polinchak, this is a bit off topic but you mentioned Philadelphia in your initial post.  Where in the Philadelphia area, near or far suburbs are you finding home for 10k needing cosmetic work?

@Jared Forman, PHA use to list all there real estate own on their website.  Easy to identify properties but hard to buy.  I tried for years to buy certain properties with no success. Now many of the PHA properties are being placed under the newly formed Philadelphia Landbank.  Every now and then PHA will send a request for proposal development to rehab certain properties.  The last time I saw an RFP from PHA was in 2015.  Keep an eye on their website.

I am a landlord in Philadelphia.  You will first need to obtain a business privilege license and tax id number from the City of Philadelphia before you can apply for your rental license.  Once completed, there are a number of documents you must provide to your tenants, including a lead certification if any children under the age of 6 reside in the property.  Go to the City of Philadelphia website that provides information for landlord/tenants, it is all spelled out there.

Now, if you have been collecting rent without these licenses and providing tenants with the required information you have an illegal rental.  Therefore, you are not entitled and should not be collecting rent.  If you had to evict a tenant for nonpayment the court would not only throw out your case, they would require you to give the tenants back the money you collected.  Your tenants could ask/sue for the rent they paid you if this came to light and I am positive they would win.

I strongly suggest you educate yourself about the rental and business laws.  Get yourself to Philly as soon as possible and get this sorted out.  Oh yeah, fired your property manager.  I suspect whomever you hired is not a real property manager...just someone who is collecting rent on your behalf, which is legal under certain circumstances in Philly.  A property manager would have known all this and would have helped you obtain the things you needed to operate legally in the City.

@Eli M. The fact you are asking this question says to me you are not in a place to rent to this person and her child.  It stinks that you are researching the eviction progress before you have accepted them as tenants!

@Rich O'Neill, thanks so much for your input.  Very helpful and interesting to read that the rents in Lansdowne vs. Drexel Hill are virtually the same.  I agree that Drexel Hill is a nicer area and I would expect rents to be somewhat higher.  What is the cost of doing business in Lansdowne.  How much is the rental license?  How often are your properties inspected? What utilities are typical for a landlord to pay vs. tenant?  What are the rental ranges should I expect?

I am researching Lansdowne, PA and could use your help.  What does the business and business development landscapes look like?  Any major businesses coming or going?  Does the town have a thriving business district?  How is the real estate market?  How is the rental market?  If one was looking for buy and holds, would Lansdowne be the place or should one move next door to Drexel Hill?  Is there a website that outlines development plans for the town?  Lastly, can anyone recommend a real estate agent who know the landscape very well?

@Steve A., I am a buy and hold investor in Philly.  I would be happy to point you to a few areas with different income levels, and real estate risk, but yet solid and would attract decent tenants.  Being an out of town investor, I would suggest starting with a duplex before moving higher.  Mainly because the requirements for 3 units and more are stricter with respect to compliance with the City of Philadelphia and fire codes.
