I would have to say that it's a pet smell. Concrete is permeable. Meaning, liquid passes into it. To clean it, you would need an enzyme cleaner and it must be liquid, to pass into the concrete itself.

Property management is a licensed activity. And a sub-contractor must be through a brokerage.  I'm unclear why someone would use a handyman as a property manager? The fees wouldn't be less, the liability, losses and expenses would increase, and rents would be far lower.

A percentage of my property management clients are from out of state, and out of country. Philadelphia tends to be a very stable real estate market to invest in. Its also large, so finding those that can recommend agents, title companies, contractors and property management companies is easy, due to shear volume.
