Line yourself up with a local agent would be a must. 

I have a rent ready property in a good area near the lake that has been completely remodeled.

Is there a lender out there that would be able to loan money on homes at auction. 

Obviously you need cash, but at the tax auction, I am not sure what the final price will be or what house I will actually end up with. 

I would like the ability to have a war chest to bid on multiple properties….

Why not utilize the friend with money as a silent partner and hire your electrician friend for any maintenance, especially if they do not want to make a career out of it.
