SB68 states "Require a permitted junior accessory dwelling unit to be constructed within the walls of the proposed or existing single-family residence.". The garage is not within the walks of the single family residence. So the jurisdiction is permitted to not allow this space be converted to a JADU. You would be able to use this for an ADU. The JADU is intended to come from existing living space.

Sorry that this does not allow you to use the garage for a JADU.

Good luck
