I like the Heloc better because you only pay interest when you use the line of credit and most Heloc’s have an interest only component if you decide to do a short term or medium  term flip. When you cash out refi, you start paying interest immediately. Downside to Heloc is rates can increase when not used. I think that is minor though. If a deal doesn’t make sense because of 1or 2% gain in debt service, you shouldn’t do the deal.
