50% rule has become paramount in my search for long term investments properties ... bBP (before BP), I dramatically underestimated the costs of being a landlord.

A preapproval letter or proof of funds (if paying cash) are not only a good idea but usually required for the bank to even consider your offer.

I agree with Rich ... I was in a similar situation several years ago when my wife & I were between jobs, so we paid 6 months in advance to make the landlord comfortable.

Portland homes sub $250k usually sell in the first 30 days (if they are going to sell) but every market is different as you mentioned ....your neighbor's house being on the market over a year in the same price range is worrisome but hopefully your home has some qualities it does not. The market appears to be telling you it's overpriced. If you are firm on your price, renting may be a viable option.
