I would suggest to look up on the state license authority to understand the consequence of losing a license and mention to him this will be reported to state/license authority if your project/fee cannot be fixed by certain date.

Typically the authority has a penalty and record that will put a good pressure on him.

You better have his license number or legal name info if you are heading this way.

Just be aware of Garland city requirement.  Last time I heard the city requires landlord to have house inspected by city before the property can be leased to new tenants.  Not sure if things has changed but would be good to double check on that.

[Any experts in this area, please correct me if I get my info wrong]

This is something we did w/ homedepot materials.  there are ways to make things look great w/out much cost.

if you are doing tile in other places in the house, I wouldn't recommand using the same tile at fire place.  that's the exact reason we remove the fireplace tile because it is the same as the kitchen floor tile nearby which does not look very good.

I would also type in tenant applicant's email address to see if it is actually their real email account or just something they make up for your application only (not a good sign).  Search on their facebook can also give you some lead to their life style.  Throw their name, phone number email can often get you some idea how and who they are.  The less information I can find the more cautious I would be.
