I would suggest you to get good masks if you are going to do DIY renovation in this condition.

1947 construction most likely has Asbestos exist in the house.

typo: I don't think it is worth it if the performance doesn't give you a return that is equivalent

@Josh C. Any product on the market, especially the commercial grade products has a specification sheet indicates the application requirements.

on page 2, surface preparation will tell you what is the minimum requirement for this product.

Personally I don't think there is a need to apply commercial product on residential use unless the performance is way greater than the price difference.  In this case, if it takes 4 times of the value for product, it better give you at least 4 times or more of durability otherwise I don't think it might not be worth it.  You may check w/ local Benjamin Moore representative regards its durability comparing w/ regular product and if special maintenance is required to obtain the product life.

Per manufacture's specification, this product does not require prime on previous painted areas.  However, for certain custom color, prime is required. You may want to contact a local Benjamin Moore for confirmation.  this product is designed to be durable, which meets your intent. Good luck

I have the similar question regards financing options; I've been looking into line of credit so far, is there other ways that I can use other rental properties as colleteral to obtain more capital for investment?

agree with @Account Closed ; the numbers will also help you set a limit of your renovation budget and prioritize the renovation items.  Over renovation can be costly to your investment as well.

they might as you to pay deposit for materials, I did this time, but have to watch closely to make sure the work is done.

You may want to check on HOA policy if they have material requirements and if you need their approval for internal renovation; make sure you do your due diligent and double check the prices of all material. If you are planning to perform the work yourself and this is your first renovation, make sure you know how things are put together and check 'all' prices. (ie. doing tile means you will need "TOOLS" to cut tiles, mix mortar, place grout. price should not just "TILE' only pricing) those little things tend to be missed during your initial renovation cost.
