If you go by @Ned Carey's advice, here's a screen shot of sales in that price range in the last 180 days.  Next step would be to research rents in those areas.  Sometimes, you can find multis, too.  Goodluck!

 No where in the state are transfer taxes that high, nor are LLCs exempt from transfer taxes?

 I was talking about the non-resident sales tax when the property is eventually sold. That's a hefty fee if the owner is not a resident of MD!

I'm in Baltimore as well, and taxes are high, but housing prices are low. Rentals are in high demand and there are still plenty of distressed properties for flips. It's a city worth looking into. Just make sure you create an LLC in MD to purchase the property to save yourself the 7.5% transfer taxes.
