I will definitely do that, but just to cover all bases, what if the tenant is still present after closing. What would be a good course of action?

I am in the process of buying a duplex. While doing a home inspection, it became clear there was someone living in the upper unit. After asking the realtor it turns out the tenant is on a verbal agreement with the current owner and has no physical lease agreement. If closing comes and the tenant has not vacated, what can I do and not do to have them move out? I plan on living in the top and renovating the bottom at the same time.

Should I separate the water and electrical meters that are shared between 2 units? I feel like in the long run it would be beneficial because I wouldnt have to worry about paying the utilities and I could lower the listed rent. Thoughts from more experienced landlords and what they have done are greatly appreciated!

I am the process of purchasing my first duplex and one thing that stood out on this particular house was that the landlord payed utilities. I looked on the side of the house and there was only one electrical meter. Because I would be responsible for paying the utilities, I would have to raise the rent to cover the costs and lose potential tenants. Should I consider putting in new services so that the tenants would be responsible for utilities and so that I may lower the rent?
