Should I add additional meters to the duplex?

I am the process of purchasing my first duplex and one thing that stood out on this particular house was that the landlord payed utilities. I looked on the side of the house and there was only one electrical meter. Because I would be responsible for paying the utilities, I would have to raise the rent to cover the costs and lose potential tenants. Should I consider putting in new services so that the tenants would be responsible for utilities and so that I may lower the rent?
