@Jim Adrian, I don't want to remove insulation from the pipes unless it HAS to be. 

If I can leave it the way it is legally (if it is in fact asbestos) than I am happy to leave it. That is what I am trying to find out.

Should I have a professional come make an assessment either way?

Can someone please tell me if this what I think it is (asbestos pipe insulation)?

If it is, does it HAVE to be removed if it is in the garage and the garage is off limits to the tenant?

Is a purchase agreement the same thing as an agreement of sale?
