I'm thinking Texas.  I have a friend who was trying to relocate to DC from Texas but could not find anything affordable.

I think we should see how COVID affects the market.  Businesses have proven that they can operation with a majority of their workforce working remotely.  Some companies are taking action based on that.  Nationwide is reducing their real estate footprint.  If people can telework from anywhere, they may possibly move to a cheaper market.  I don't think this will happened to all companies in the DMV but it will have an effect on the market.

@Ryan B. section 8 does not work that way in DC.  DC Housing will tell you there is nothing they can do.  You can and should send notice to correct.  If the fellow residents are afraid to call the police have them call you and you call the police.  You have to stay on top of the paperwork.  Keep a log and get the case number for every time you call the police.  If they are violating on noise and preventing others from quiet enjoyment, they are violating on other items.  It is a bad situation but it is worse with the condo situation.  If they fine you, file a notice to correct and include the fine.

@Agyei Axum is it possible to break the lease, sub-lease, or air-bnb a room where you are currently renting.  To use the approach recommend by  @Russell Brazil you need a homeowner program like NACA that will allow you to put down the least amount of money possible. You can make a purchase in a up and coming neighborhood and rent out rooms. Save a much as you can and use those funds for your next investment. Once the property appreciates, you will have equity for other investments. Best of Luck.

@Jake Doub you will do well with you side business of creating blueprints in this area.  Also check out online sites (ex: Fivver, Upwork) where you can use your craft.  The meet-ups are great.  Best wishes on your new path.

I had no idea there were 22K licenses for such a small area.  I think some people think they want to be an agent and never make a deal, I wonder how many of the 22K are "active".  The 2019 population for DC was appox. 711K, that's 32 people per one agent.  @Russell Brazil do you see more activity in DC proper with apartment leases or home sales?

I am so sorry you have to deal with that.  I know you mentioned there is no room for property management.  I don't know California law, when is the next opportunity to modify the lease?  Do you have the option to not renew your lease?

Agree with other posters.  Do as much of the project you can.  Hire someone from TAKL or Handy to pull carpet.  Those services also provide a guarantee on work.  Disposal is cheap.  After everything is bagged up, hire a trash service to pick it up and dispose.  If the floor is in good shape you will be coming in way cheaper.  How much does Lumber Liquidators charge these days to install. It kinda looks like he is going to do the hardwood refinishing himself and pull in someone else for the rest of the flooring.  It looks like there is more of a markup.  Good Luck.
