We are in the process of working on a deal in Cleveland as out of state buyer. While working on the contract we are asked to pay for the Certificate of Inspection as a buyer. We been told that's the practice.

Anybody with experience could suggest if Buyer or Seller pays for Certificate of Inspection in Cleveland, Ohio?

Is there a specific number of units and/or people that drives this?

I am inquiring for Massachusetts, I am guessing this likely be tied to a location.

I am trying to get an idea on an electrical project in Massachusetts. 

This is for electrical upgrade project for a building, about 50 unit brick building.

We need to do these per the requirement from city:

- Supply and Wire Main Switch Gear and Meter Sockets - Wire Transformer Supplied by Local Utility company. Two lines for two sides of the building. 600 AMP line each.

- Supply and Wire new 100 Amp Panels with New Beakers for each unit and (1) House Panel with New Breakers

- Rewire all units with new wiring

I spoke to one electrician, and the amount he estimated is staggering.

Anybody experienced could help me guide with ballpark numbers?

If you refi, you would be paying interest regardless of you are able to use the money or not.

I prefer LOC since we wont have to pay interest while we dont use it. Also we can reuse this over and over.

I once had a tenant a tennis ball in the pipe somehow, cost me 2 grand.

But this is quite extreme.

I would certainly take videos and pictures of everything and talk to an attorney on possible options.
