Buyer or Seller pays Certificate of Inspection in Cleveland, OH?

We are in the process of working on a deal in Cleveland as out of state buyer. While working on the contract we are asked to pay for the Certificate of Inspection as a buyer. We been told that's the practice.

Anybody with experience could suggest if Buyer or Seller pays for Certificate of Inspection in Cleveland, Ohio?

That's very unusual.  Typically the owner of the property will pay for any city mandated inspections.  Buyer typically only pays for their private home inspection (if they choose to have one).
