As long as you are clear with the prime seller that you intend to wholesale it by assignment, there is nothing illegal.

I spent $1500 to move the laundry hook ups from the garage into the opposing interior wall. 

That was to patch up the garage, move the utilities, and drywall work on the interior. Gas, water, drain, with a box.

Alot of garbage wholesalers here as well. I will not bust them out but I've seen plenty of them just send emails tacking on a hefty fee when the actual person who has it under contract I already deal with haha

Danny. Fee should be set, and have bonus/penalty days. 3 weeks over? What was projected finish date? What is the new projected finish? What is SoW? What was budget? How much over? Why did it go over? What area did you end up doing? Any way I can help let me know.

What's the specs of each unit? Wall heaters and thermostats for each unit.

Probably wasn't in the budget or is just too lazy/cheap. Roof certs are garbage. Worthless piece of paper that roofers will charge $500 for.
