I was in the pest control business for a bit.  Our lease has very specific language basically advising "you are leasing this property pest free...any pests with the exception of termites are the tenants responsibility."  

thankfully I've never gotten termites in any of the units but one cannot hold the tenant responsible since termites are just attracted to wood.  they have nothing to do with a lack of cleanliness.

@Tariq B. I'd bet that either your tenants are slobs or its possible that if the unit is connected to other units, the roaches could be infiltrating from the neighbors.

If the property was advertised "as is", that may have been the issue.
