Besides syndications there are also funds that you could invest in.  Gives you a little more diversity in an investment.  As others have stated research and vet the syndication sponsors.

Agree with @Scott Morongell.  The experience of the sponsor and the team behind them are important.  Did they provide all the details and bio's of the team behind them?  Who are they using for construction, PM, lending, title, attorneys, and etc.  Do they have back up team members if any of these members fail to meet the requirements?

How is the communication of the sponsor?

Since this is a reposition of an asset, what submarket data has been provided to support the case?

4% for PM is a little above average for a 200 unit property.  In my neck of the woods it would be 3%.

Find a local mortgage broker or a regional or small community bank.  Look into Hard or Private money as well with the local investment groups or companies.

@Scott Morongell Is right. Some deals listed on LoopNet are listed by less experienced real estate agents. Not Brokers. With those agents you may have to tailor your approach and use simple terminology which may come down to a simple LOI with terms more favorable to the buyer.

I attended an industry event yesterday as well.  I found it surprising that according to RealPage overall Houston Class C space has negative rent growth recently.  Class A & B saw positive rent growth at 1.5% or less.  Overall, demand remains strong and increasing across all classes.
