If you do consider a 1031 exchange, i believe you must purchase the new property under the same name as the one you are selling.  Consult a 1031 exchange company to confirm that.

plus, i wouldn't be buying in CA. Not a landlord friendly state.

Look at private lending as mentioned.  Quest Trust has good educational materials and events to learn more and network with others.

@Alex Juarez if you run across some local small builder surplus stores, they have some items. Those stores keep a low profile and only the locals know about them

Anthony and Greg gave good info.

Freddie Mac or Fannie Mae agency loan options depend on the property's economic vacancy at the time of loan application submission, physical occupancy for last 90 days, submarket, and your net worth and liquidity cash position.  July is a long ways off and the performance of the asset could change which will dictate your loan options.

Chris is correct.  The new supply over last couple years has increased vacancy rates and from a recent market report will continue throughout this year.  CS is a solid market I've seen a couple multifamily deals get picked up very quickly due to attractive prices.  

Ask for some market reports and go do market surveys.  Nothing like hitting the pavement.

This is a reason why to invest in landlord friendly states.  Small landlords will be affected and tax payers get to front the bill again.

I look at the neighbors and surrounding properties near the subject property.  Are they in good condition, clean, and well kept?  What parks, amenities, and schools are close by?  Schools are a #1 factor in many decisions.  Plus that means those tenants will tend to stay longer and keep the units well.
