You can propose any deal that you want, but it must make sense to both parties.
If both agree, then you have a deal.
Like in sports: you'll miss 100% of the shots that you don't take.....

One tip for the end: when you think everything is set up and furnished, stay in it, live in it, for 2 days with a notepad.  Everytime you reach for something that should be there, but isn't: write it down.

Safest move is a 30 which gets you lower payments.  If you have the ability/resources, then treat it like a 15 and pay extra.
