It means he's looking for a mortgage loan for under 50K. Most (all?) conventional lenders typically don't lend on such a small amount. Their minimums are around $75K. I have access to private money that will do loans under $50K but the property must be NOO and owned by an entity.

@Tonya Jones your experience counts too. Inexperience investors will get higher rates because of the higher risk. Without knowing details about the deal, those terms aren't extravagant, nor are they on the cheaper end.  The down payment seems pricey though.  Send me a message if you want and I might be able to help.  All the best.

Maybe you could give them an equity split so they get a piece of the action when you exit.  Might be enticing if you're rates are lower.

HML are definitely slowing down, or drying up. I work with a group of private money investors and their still charging ahead with asset-based loans.
