A quick check with the local ordinances is probably sufficient. In our area, any portion of trees on your property (or above, strictly speaking) can be trimmed without permission from the owner. I think you are on the right track with a letter of courtesy stating your plans, maybe evening citing the ordinance if you are fearful of objections. A permission request could drag it out needlessly, I would think.

I agree with @Wayne Brooks. Get a map of the area with parcel numbers on it (from your zoning office, perhaps) and compare with the deed and contracts. The land may have been transferred upon purchase without any mention of the house, but that would be quite surprising!

Does the tenant have a common name? It's not unheard of for records to be attached to the wrong person. I wouldn't be surprised if the enforcement agency corrected his record but this still shows up in some manner. The first entry may be an arrest and the second may be a correction. Just spitballing here...

But to answer your question, you may be able to get a brief public record of any arrest through the sheriff's office with a case number. In my county it's actually available through a website. However the info is very brief and often cryptic. (e.g. Pos W Int Dist)

@Ted Jackson I have no frame of reference on MHs, but I getting the impression that $2.5k is an incredible deal to justify spending upwards of 2X on rehab. Is that what you feel is the minimum rehab budget required to get $425 a month?
