On a related note- has anyone heard anything new about the Velocity mixed use development ? That was getting a lot of buzz before the pandemic but maybe it has dropped off the radar?

On the one hand, your '"R"efinance   amount could be great given the sharp  rise in home values. But your "B"uy  and your "R"ehab costs are higher for the reasons you mentioned. And, depending on your market( I don't know about Memphis) "R"ents  are rising but may not have yet caught up enough to cover those rising costs and the larger amount you need to "R"efinance  to cover those costs. Given your goals, you might want to  entertain the option of selling (flipping to an end buyer, rather than flipping to yourself. ) You could then use those funds to buy an already performing rental somewhere, since you are open to multiple markets.

It's peace of mind for my wife, and a big win to give confidence for our next move, and knowing there's long term security in that property. This can be huge when you value your more risk averse partner. 

Also, in my area, the d*mn property taxes are so high that paying off the mortgage is going to juice my cash flow considerably, while the property continues to appreciate wildly and while the rents take a little more time to catch up to where they need to be.

This answer could vary from state to state and market to market. Where is the duplex and what is the end goal?
