Honestly the easiest answer is to charge a monthly parking fee as an itemized line on their lease or a separate unrelated expense. i.e. If they don't pay their lease they did not pay for the parking space. It would entirely be a civil matter and not theft. Said without any consideration as to whether you should do it or not and depending on the laws of the particular jurisdiction. 

Unfortunately their are scams in which unwitting people have rented or bought houses from someone who says they are the owner of the property. Sophisticated scammers who are squatting will have fake bills of sale or contracts to help muddy the water. Ultimately in many jurisdictions it is considered a civil matter and not a criminal matter which the police do have any say in. Depending on the particular jurisdiction commonly you will need to get a lawyer to get it resolved.

@Andri Artayudianto the renewal for landlord is pretty straightforward and I believe can be achieved via the website. From what I gather the big reason for the change  was to be able to locate landlords of abandoned properties etc. as to the other licensing I will have to leave it to someone more versed in out is state investing as I've only purchased and managed rentals as a local.

Andri, This is a recent change where you are required to register as a landlord in Indianapolis. http://www.indy.gov/eGov/City/DCE/Documents/2016/Indianapolis%20Landlord%20Registration%20Fact%20Sheet_2-17.pdf As of right now it appears the registration is five dollars and the penalty is 500 per property for not registering.
