If that is an exterior wall I would make sure the outside is not leaking into the structure, insulation then drywall. Sometimes the exterior trim will need to be caulked to make it water tight to ensure this does not happen.  

Like @Marcia Maynard mentioned above "get to the root source of the problem" 

It could also be your drain line for the washer or the supply lines for washer. That is a lot of mold/discoloration, being wet and in a dark location is the perfect environment for it to grow. I would remove the drywall with the discoloration and find the source then repair and dry out the structure then reinstall new insulation, drywall and paint.

If its built in the 2000's it should be fine with FHA funding. They just don't like older ones before the 80's because of electrical issues with the older models caused by aluminum wiring.

An appraisal of the property will help determine what you can get for it financed. Sometimes you can charge a little more if you offer the financing.

Sell it if you can profit from it now! That is a great area but is growing like crazy and I think you are at the top of the market for the area at this time. Also depending on the age of the unit. It will start to need up-keep like plumbing valves, hot water heater, appliances etc as you can probably see. This will cut into your profits.

@Ashley Benning Each and every house or property may have a different formula. Sometimes in order to make purchases in certain markets you have to throw the formula out the window. There is no tried and true formula. Some say use the 70% rule but it's not possible on all properties. the important thing is make sure you are able to make a profit on the property you purchase and rehab. I think being new that is hard to do is not over rehab the property. Unless you plan to live there, your personal style may not matter or make you money. Be sure to look at the comps in the area to see what is selling and I would also view the properties that have been on the market for over 6 months to see what the difference is between the properties selling and the ones that are not for your area. 

Another great thing I was taught by a well established investor is..... If it's not going to make "me and or you" more money, why do it?

Xactimate is no where near the actual cost. It is a program used by insurance companies that want to try to pay the least amount possible for their end "covering damages" they in turn, attempt to force the contractor to adapt to the pricing. If you do find "licensed, bonded and insured" contractors that are willing to work for nothing! Good luck!

@Jason White are you referring to the actual cost being about 150-200% more than they "Xactimate" estimates for?

Rule number 1, Cover all windows with plastic. This helps to ensure no passerby's will see inside.

Rule number 2, Don't leave any tools onsite overnight.

Rule number 3, Not everyone needs a key to the house.

Rule number 4, Bring materials as needed, don't stock up the job site with materials. They can easily disappear or be damaged before being installed.

Here is what we did at the front door. The house had a double front entry that was hard on the eyes. 

We removed the double door and built a wall for a new window next to the new standard size door.

Here are some pictures
