To be honest, that's not a good area. I'd recommend typing the address into a crime mapping agency (there are several free ones online) and seeing what the police reports are in that area as well as the frequency. That will help you decide based on your tolerance. The area is one in which a couple of streets can be generally fine and then one block away can be scary. It looks like your from Kansas City general, so I would go there some week day and night to get a feel.

Condensation can happen in a wall as well as at the windows. This occurs frequently when an air barrier wasn't installed. ie, no house wrap over the substrate. I've seen builders do it to save a little cash.

It could also be an issue with the paint adhesion. What type of paint are you using? Is it running everywhere or just in certain areas?

@Steve Johnson - That's great that you want to develop the troost corridor! It's been wonderful to see the revitalization along Armour, but the area still needs a lot of work. 

The GC's you mentioned are great to work with. My firm loves McCown- Gordan, although I haven't worked with them directly. Does your construction company just work locally?

Like @Dan Krupa said, Independence can be hit or miss. You should probably focus in on what type of neighborhood or demographic you'd like to target. The Lee's Summit area is pretty nice with good schools. Other areas are cheaper with poorer schools, but that might be fine.

I would weigh the cost of the pave vs. added value to the rental. Unless an average car is scraping, I wouldn't mess with it. From the image you have it looks like it should drain away from the foundation already. If drainage is a concern, then it is probably worth looking into.
