I'm not an expert in this, but I think you would need to try and negotiate with the 'Fee' owner what the price of purchasing the fee would be - like a normal transaction. I didn't quite get the second part of your question; however, I assume you were talking about the previous lessee, who held the lease prior to yourself, and 'giving away the property' at a discount (my assumption). 

I do know that as the Lease gets closer to its expiration, then the value of it (the lease) drops significantly. This is highly probable especially when the lease terms do not explicitly address renegotiating terms, lease extensions, and fee purchase. So, a long story short, it might not turn out well for the lease-holder when the lease terminates.

Are you asking about how to purchase the 'Fee' or are you asking about how to get out of the 13-year lease you're currently in?

Try clarifying any of the discrepancies with your loan officer. You might ask to dispute the current appraisal or you want to pay to get another appraisal. Your loan officer should try and navigate you in the best direction.

Dripping springs is a beautiful place! I lived (and somewhat periodically live) in Buda, TX which isn't too far away from Dripping Springs. I believe it's gonna get more expensive in those tertiary markets just outside of Austin, and along the 35 corridor. 

@Lane Kawaoka is also correct, CF in these markets are slim to none unless you purchased awhile back, at below market prices, or do something like STRs (There may be other strategies available, but I'm not too knowledgeable about that). 

Anyway, I live in San Antonio and I can probably answer some questions about either markets for you and give you a Hawaiian's perspective living here in TX for little over a year. Shootz, Aloha!!!

I believe there are kits that can determine whether the material is asbestos or not. I've heard of Contractors utilizing older materials after '78 into the 80's. I can't attest to the reliability of the testing kits; however, it might be your best bet. The next best solution would be to get some samples and take it to a proper lab to get it tested. I agree with mostly everyone here. I don't put it in b/c the cost of replacing a new one is too high (plumbing, possible backup, leaks, etc). Anyway, if there's a backup (w/o disposal), the tenant is usually responsible for the damage and cost. Good Luck!
