For me, depends on the asset (location; potential for further appreciation; opportunity cost of holding; ease of rental to excellent tenants, etc.) So, I am selling one where I am comfortable with appreciation (and don't care to manage remotely) AND, holding others, that I know will keep going up. I'll take the cash from the sale & reinvest locally (probably higher end value add longer term flip where we might live for a while).

Depends on your criteria - can find a deal in any market - as long as you are ready & know what you are looking for.

Have you looked into getting a construction loan?

The good news is that at least we don't have income tax & you can appeal the tax assessment once you get TRIM notice next August. No guarantees the appeal will be granted & definitively worth a shot.
