If you don't have access to the MLS do a tax record look up on the house, you will find the purchase price last and any mortgages recorded after. look for multiple mortgages in succession or filing of satisfied or liens. Could be a mortgage or even a tax lien hard to guess. Or If you have a friend with MLS access or know an agent you trust they can look at the tax records online.

Either way contacting on Facebook is an option if you do it privately, but try to add him as a friend first or you could look for him on linkedin.

That is the million dollar question and you will get a lot of different answers.  The truth is there is no de facto answer.  In my market I have some areas where you can go 5 blocks and the strategy changes dramatically.  It really about very specific criteria and developing niche patterns, not broad areas.  I would start out in your own area within 15 miles of your location and get stats on Sales, average days on market, average appreciation yearly recent, rental rates compared to sold prices, vacancy rates, move in or move out trends. then break it down by zip code and sections and you will find local patterns to target for your target areas.  The other problem is the stats change, I do new soil farming every 6 months to determine changes and recognize changes in my research.  
1. reasearch, research, Research your area
2. set your criteria, ROI limits, and geo specific areas
3. setup auto search systems or notifications
4. rinse and repeat : Goto to step one

Looking at it from a property value it would probably not look good at that price, looking from a rental cap rate with a loan at 8% your cap rate, 10% vacancy rate (guessing), 300 per property tax and nothing for maintenance or management, I get a cap rate of 1.63% netting you a whopping 984 monthly on a Seven hundred investment.  Based on this from both perspectives doesnt look good in my valuation.
