Want to install luxury vinyl plank through out house. What is the minimum thickness I should get? How does 4mm thickness hold up in bath & kitchen?

The current wood fence between my rental and the neighbor has fallen over. I think it was the original one, so about 30yrs old (southern CA). Do you all prefer vinyl or redwood as replacement for durability and maintenance? The other walls of my property are block walls. The difference in cost between the two materials is $1,200. thanks.

Hi, does anyone know if CA is still in state of emergency and if penal code 396, where rent can't be increased more than 10% is in effect? Am not sure if code 396 applies to specific counties in CA or to all of CA as a whole. Also, has anyone increased rent by more than 10% in 2021? Thank you

 I raised the rent by 15% then got a letter from tenant's lawyer that I had not notified tenants by August  2020 that property was exempt from AB1482 and therefore can't raise the rent that much. Can i send the letter now?

I have single family property in Riverside county that is exempt for AB1482 but I did not send tenant notice of exemption from AB1482. Can I still raise the rent 15% or do I need to send the letter now?
