CA state of emergency & rent increases

Hi, does anyone know if CA is still in state of emergency and if penal code 396, where rent can't be increased more than 10% is in effect? Am not sure if code 396 applies to specific counties in CA or to all of CA as a whole. Also, has anyone increased rent by more than 10% in 2021? Thank you
