Actually it's the other way around if he would relocate the garbage cans in to his back yard it will be more appealing for him. His outside siding area backup to the garbage cans.

By the way owner does not have access to the alley but he does have a backyard big enough to accommodate the garbage cans. I did spoke with the alderman office they promise to help, intervene
