Looking at that picture again if there are weep holes they are underground which would minimize or negate their effectiveness.

Water, vapor, moisture, etc always gets into the cavity and that is ok. It is expected and brick veneer walls are designed that way. But, there needs to be a way for it to get out. 

Be cautious about putting sealant on brick joints. Anyone can smear some schmutz on those cracks but it won't solve the problem. You will continue to have cracks. Probably in other locations too.

the brick is likely a veneer and is not structural.

The structure is likely wood studs with plywood sheathing then the brick is layed up vertically and held back with metal tie backs.

I surmise water got in there, froze and thawed and created the cracks.

Are there weep holes at the bottom?

Handle the admin, rent collection, bank deposits, accountant, lawyer, etc yourself.

Hire a handyman or trade contractors for the repairs and cap ex.

Leasing could be you or a realtor.

That is how I handle it and how I recommend.

Did you escrow an emd? I would think if you gave the owner the deposit you can get out of the deal. That was the deal right? Or at least it should have been.

I went through this. Not exactly sure what your area is like but "nice" areas won't cash flow. It is just cover yourself and get appreciation. Which might be better btw.

For cash flow, look in in the areas between the bad areas and the nice areas.  Or just in the bad areas but there the realities are often less than what it looks like on paper. 

It could also be a timing issue as I think many sellers think it is 2006 again.
