I have three properties in the area and I have been with Overall Realty. Richard Overall is an excellent realtor and a property manager. I have been with them since from the beginning and have only good things to say about Richard and his partner Anderson. Depending on where your properties are in Killeen/Copperas Cove they may not manage (for obvious reasons) but if they are an option I'd highly recommend Richard.

I have also had conversations in the past with Herman at Real Star Property Management. They're much bigger I believe compared to my current property mgr (which I like tbh as I get more personal attention) but people have had good things to say about them as well on BP from what I have seen

We used them for years before transferring to another company. We had decent success with them however they are wildly over priced compared to competitors. 

Each law has there own specifications regarding occupancy, CA for example is 2 per bedroom plus 1 in the living room. 

To me, if you can prove (sounds like you can) that the tenant's use is causing the clog, then they should be billed for the repair. Same as a toilet, if there is a defect in the property thats on you. If the tenant causes the blockage, its on them.

 Here is the problem: most investors want great service from a PM, but are not willing to pay for it. Getting a prompt answer on the phone requires having admin staff on payroll. With paid vacation, sick days and benefits. So that creates overhead for the PM and needs to be factored into the price. 

So what the free market does is listen to what the customers want and then deliver on it - cheap PM. It's a very easy business to start and many will try. But at the end what you pay is what you get.

 I fully understand however property manager generally earn their income by the number of properties they manage (ie rent %). One would think when an investor calls they would simply return the call and try to at least establish a relationship. I should I also mention I am a broker, property manager (The company I work for manages 3500+ units, I personally manage 400+ units and I am a licensed contractor) and someone how I can make the time to call clients, tenants and potential clients back.

You will need a license in CA. Most classes, courses etc are geared towards sales which obviously is not very important while managing property however the test is based on the classes (meaning sales based). There are a ton of online schools that are reasonably priced to get you capable of passing the test. I would then suggest reaching out to a property management company and starting there. The certificates and other "property management" titles to me are non-sense don't waste your time. 

I called several in Milwaukee and couldn't even get a call back, they seem to be few and far between.
