@Joe Hughis thank you.  I just meant that should it be a red flag that the seller is trying to cheaply cover something up.  Basically just wanting to know if there is anything i should pay special attention to in this scenario.  Thanks again!

I might not understand Dodd-Frank all that well, but I'm all for anything that makes owner financing easier and more readily available so long as that's what it actually does. I'm also for anything that makes landlords safer.

I would say to do what T. Harv Eker would do and look at them and say, "oh my God, you're broke aren't you?". LOL but in all seriousness, it is different strokes for different folks.  Some people may have heard something from someone and chosen to believe it even though it is obviously not true, but for them it is.  Say thank you and move on.  

Seek out the truth that works for you and that your gut tells you is what works best for you.
