If you are committing to the purchase, tackle the unit that needs the least amount of work first, additionally turn your focus on curb appeal. It's an uphill battle for awhile, understand and accept that. See how the rents come in, if tenants are on month to month, see if you can sign new leases at higher rates (even marginal increases) to buy a little time (if the tenant is consistent based on ledgers) Understand that your purchase is a marathon, not a sprint. Take your time with it, put in what you can, focus on your more critical items and work your way out. Eventually, you'll have a great investment that should do very well for you. 

Have you thought about any other markets? I am in the Columbus Market and a lot of great deals. Not 100% turn key, but a lot of value. Having a great partner in your desired location is key. Someone that not only knows the area, but can provide assistance in getting that property market ready, and offer quality suggestions in PM. It's tough being far away from your market. Ensure you build a trustworthy team to make YOU successful

The Columbus market is strong! A lot of great neighborhoods that offer great cash flow properties. Having the right tools in place such as an agent that knows the areas extremely well (things can vary street to street) as well as someone who has the ability to assist in market readiness for your acquisitions is key!
